  • Short Bio / Excerpt:

Victor Cheng is an eminent corporate sustainability strategist, regional development enabler, and environmental executive who serves as the Director of Sustainability for the Hong Kong-Shenzhen Innovation and Technology Park (HSITP). Operating at the strategic intersection of green technology, material science, and macro-urban planning, Cheng is widely recognized for his ability to scale net-zero roadmaps within highly complex, multinational ecosystems. Appointed to his director-level role at HSITP in February 2024, he is responsible for guiding the park’s overarching environmental master planning, executing shared value creation frameworks, and steering multi-stakeholder engagements across the Greater Bay Area.

Cheng’s rigorous academic background provided him with a dual foundation in business management and operational analytics, allowing him to bridge environmental objectives with corporate profitability. He graduated with a Bachelor’s degree from the University of Toronto before moving to the United Kingdom to earn his Master of Business Administration (MBA) from the Imperial College Business School. This advanced training enabled him to master cross-border corporate dynamics, equipping him with the specific technical frameworks needed to deploy institutional sustainability transformations on a global scale.

Prior to taking the helm at HSITP, Cheng built an extensive international track record by directing global sustainability strategies for multi-market enterprises. Notably, he oversaw the comprehensive ESG architecture for a Fortune 500 fashion and wearable technology company with a commercial presence spanning over 32 countries. During his executive tenure at the 40-year-old brand, he engineered a comprehensive net-zero transition strategy, successfully de-risking manufacturing supply chains, integrating recycled material science into high-volume product lines, and establishing himself as an authoritative global leader in cross-sector sustainability management.

In February 2024, Cheng transitioned his corporate multi-national pedigree to public-sector infrastructure development by joining the Hong Kong-Shenzhen Innovation and Technology Park located in the Lok Ma Chau Loop. As a flagship initiative within Hong Kong's mega-scale Northern Metropolis project, the park serves as the premium testbed for cross-boundary green technology. Cheng has been instrumental in organizing the strategic layouts for Phase 1 and Phase 2 developments, managing the integration of wet lab-enabled infrastructures and communal eco-spaces while welcoming prominent institutional delegations, such as China Sinopec and the Hong Kong Institute of Qualified Environmental Professionals, to showcase the park's ecological conservation efforts.

Today, Cheng acts as a primary link between international green enterprises and Asia's premier innovation corridor. He frequently advances Hong Kong's environmental footprint on the global stage, actively collaborating with InvestHK on strategic diplomatic missions—such as landmark North American trade delegations—to recruit leading companies specialized in new energy and sustainable materials. A highly sought-after industry panelist, he routinely champions regional climate initiatives at major environmental forums, including ReThink HK, ensuring that the emerging Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone sets a definitive benchmark for zero-carbon, climate-resilient connected cities.
